Senator Sharp moved and asked unanimous consent for the adoption               
of the State Affairs Committee Substitute offered on page 1136.                
Without objection, CS FOR SPONSOR SUBSTITUTE FOR                               
SENATE JOINT RESOLUTION NO. 18(STA) was adopted and read                       
the second time.                                                               
                                                                               
Senator Miller, Acting Majority Leader, moved and asked unanimous              
consent that the resolution be considered engrossed, advanced to               
third reading and placed on final passage.  Without objection, it was
